Bail Agent Uses Billboard to Locate Skip

Alan Hood, a bail agent in Kingsport, Tennessee, has until February 1st to bring back Lutz Reichelt, a fugitive who skipped town on a $25,000 bond posted by Hood.  How is Hood looking for Reichelt?  With a billboard on a busy interstate in Tennessee with Reichelt’s picture on it.
